22地碳達峰實施方案出爐,光伏規劃有何重點?

近日,內蒙古阿拉善盟、甘肅、遼寧等22個地方陸續發布了碳達峰實施方案,其中風光基地、分布式光伏、光伏建筑一體化發展被多地政府重點提及,結合國家層面釋放多重利好,雙碳戰略下光伏逐漸成為能源轉型的主角,光伏行業發展愈發值得期待。

內蒙古阿拉善盟:2025年風光總裝機達40GW以上、2030年100GW以上
內(nei)蒙古自(zi)治(zhi)區(qu)(qu)中共阿拉(la)善盟委員會辦公室(shi)印發《阿拉(la)善盟碳達(da)(da)峰實施方(fang)案》。《方(fang)案》提(ti)出(chu):到(dao)(dao)2025年(nian)(nian),非(fei)化(hua)石(shi)能(neng)源(yuan)消費(fei)比(bi)重達(da)(da)到(dao)(dao)20%以(yi)(yi)上,風電(dian)、太陽(yang)能(neng)發電(dian)總(zong)裝機容量達(da)(da)到(dao)(dao)4000萬千瓦以(yi)(yi)上,全盟單位(wei)(wei)地區(qu)(qu)生(sheng)(sheng)產(chan)總(zong)值能(neng)耗(hao)(hao)比(bi)2020年(nian)(nian)下(xia)降(jiang)(jiang)18%,單位(wei)(wei)地區(qu)(qu)生(sheng)(sheng)產(chan)總(zong)值二氧化(hua)碳排放(fang)(fang)下(xia)降(jiang)(jiang)率完(wan)成自(zi)治(zhi)區(qu)(qu)下(xia)達(da)(da)的(de)任務目標。到(dao)(dao)2030年(nian)(nian),非(fei)化(hua)石(shi)能(neng)源(yuan)消費(fei)比(bi)重達(da)(da)到(dao)(dao)30%以(yi)(yi)上,風電(dian)、太陽(yang)能(neng)發電(dian)總(zong)裝機容量達(da)(da)到(dao)(dao)1億千瓦以(yi)(yi)上;單位(wei)(wei)地區(qu)(qu)生(sheng)(sheng)產(chan)總(zong)值能(neng)耗(hao)(hao)和單位(wei)(wei)地區(qu)(qu)生(sheng)(sheng)產(chan)總(zong)值二氧化(hua)碳排放(fang)(fang)下(xia)降(jiang)(jiang)率完(wan)成自(zi)治(zhi)區(qu)(qu)下(xia)達(da)(da)的(de)任務,順利實現2030年(nian)(nian)前碳達(da)(da)峰目標。

甘肅:到2030年力爭全省新能源裝機容量突破1.3億千瓦

優化(hua)新型基礎(chu)設施用(yong)能結構,采用(yong)直流供電、分布式儲能、“光(guang)伏+儲能”等模式,探索多樣化(hua)能源供應,提高(gao)非化(hua)石能源消費比(bi)重。
積極(ji)推進可(ke)再生(sheng)能源(yuan)在建筑領域的(de)應用,大(da)力(li)推廣(guang)光(guang)伏發(fa)電(dian)與建筑一(yi)體化發(fa)展,有序推動整縣(市、區)屋頂分(fen)布式光(guang)伏試點。到(dao)2025年(nian),全省城鎮(zhen)建筑可(ke)再生(sheng)能源(yuan)替(ti)代率達到(dao)8%,新(xin)建公(gong)共機構(gou)建筑、新(xin)建廠房(fang)屋頂光(guang)伏覆蓋(gai)率力(li)爭達到(dao)50%。
遼寧:到2025年,風電、太陽能發電總裝機容量達到3700萬千瓦以上
遼(liao)寧省政(zheng)府發(fa)(fa)(fa)布《遼(liao)寧省碳(tan)達峰實施方(fang)案(an)》,方(fang)案(an)指出,全力(li)推進風電(dian)(dian)(dian)、光(guang)(guang)伏等(deng)(deng)清(qing)(qing)潔(jie)能(neng)(neng)(neng)(neng)(neng)源大規模開發(fa)(fa)(fa)和高質(zhi)量發(fa)(fa)(fa)展(zhan)。統籌電(dian)(dian)(dian)力(li)、國土、氣(qi)象、地(di)(di)質(zhi)、生態等(deng)(deng)數據資(zi)源,深化光(guang)(guang)伏、風電(dian)(dian)(dian)資(zi)源調(diao)查,強化新能(neng)(neng)(neng)(neng)(neng)源用(yong)地(di)(di)、用(yong)海等(deng)(deng)要素保(bao)障。科(ke)學有序(xu)發(fa)(fa)(fa)展(zhan)海上風電(dian)(dian)(dian)。探索在大連、撫順(shun)、阜新等(deng)(deng)地(di)(di)開展(zhan)漁(yu)光(guang)(guang)互補、光(guang)(guang)伏+礦區(qu)廢棄地(di)(di)及(ji)采(cai)沉區(qu)治(zhi)理、光(guang)(guang)伏治(zhi)沙等(deng)(deng)“光(guang)(guang)伏+”產業(ye)發(fa)(fa)(fa)展(zhan)。實施生物(wu)(wu)質(zhi)能(neng)(neng)(neng)(neng)(neng)推廣應用(yong)工程,在有條(tiao)件(jian)的(de)縣(市)優先發(fa)(fa)(fa)展(zhan)生物(wu)(wu)質(zhi)發(fa)(fa)(fa)電(dian)(dian)(dian)、生物(wu)(wu)質(zhi)能(neng)(neng)(neng)(neng)(neng)清(qing)(qing)潔(jie)供暖,推進農林廢棄物(wu)(wu)清(qing)(qing)潔(jie)能(neng)(neng)(neng)(neng)(neng)源利(li)用(yong)。促進抽水蓄能(neng)(neng)(neng)(neng)(neng)電(dian)(dian)(dian)站(zhan)有序(xu)發(fa)(fa)(fa)展(zhan),推進清(qing)(qing)原、莊河、興城、桓仁大雅河等(deng)(deng)抽水蓄能(neng)(neng)(neng)(neng)(neng)電(dian)(dian)(dian)站(zhan)建設。落(luo)實可(ke)再生能(neng)(neng)(neng)(neng)(neng)源電(dian)(dian)(dian)力(li)消(xiao)納(na)保(bao)障機(ji)制,完成(cheng)國家下(xia)達的(de)可(ke)再生能(neng)(neng)(neng)(neng)(neng)源電(dian)(dian)(dian)力(li)消(xiao)納(na)責任權(quan)重。到2025年,風電(dian)(dian)(dian)、太陽能(neng)(neng)(neng)(neng)(neng)發(fa)(fa)(fa)電(dian)(dian)(dian)總裝機(ji)容量達到3700萬千(qian)瓦以上。
積極(ji)推(tui)進(jin)(jin)建(jian)(jian)(jian)筑(zhu)(zhu)光(guang)(guang)伏一體化(hua)技術應(ying)用(yong),大力(li)推(tui)廣建(jian)(jian)(jian)筑(zhu)(zhu)屋頂(ding)、庭院分布式太陽(yang)能光(guang)(guang)伏設施建(jian)(jian)(jian)設,在項(xiang)目立項(xiang)條件中明(ming)確新(xin)建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)(zhu)應(ying)安裝太陽(yang)能系統。積極(ji)推(tui)進(jin)(jin)城(cheng)鄉(xiang)熱(re)網改造、熱(re)電聯(lian)產(chan)供暖(nuan)、工業余熱(re)供暖(nuan),因地(di)制宜推(tui)行熱(re)泵(beng)、生物質能、地(di)熱(re)能、太陽(yang)能等清(qing)潔供暖(nuan)。提升建(jian)(jian)(jian)筑(zhu)(zhu)終(zhong)端電氣化(hua)水平(ping),推(tui)動建(jian)(jian)(jian)設集光(guang)(guang)伏發(fa)電、儲能、直(zhi)流配(pei)電、柔性用(yong)電于一體的“光(guang)(guang)儲直(zhi)柔”建(jian)(jian)(jian)筑(zhu)(zhu)。到2025年(nian),城(cheng)鎮建(jian)(jian)(jian)筑(zhu)(zhu)可再生能源替(ti)代率達到8%,新(xin)建(jian)(jian)(jian)公(gong)共機構建(jian)(jian)(jian)筑(zhu)(zhu)、新(xin)建(jian)(jian)(jian)廠房屋頂(ding)光(guang)(guang)伏覆蓋率力(li)爭達到50%。
陜西:重點推進神木府谷外送、陜武直流、渭南3個大型風光發電基地項目和26個屋頂分布式光伏試點縣項目建設
陜西省(sheng)人民政府公開發布陜西省(sheng)碳達峰實(shi)施方案。方案指出,堅持(chi)(chi)集中(zhong)式(shi)與分布式(shi)并(bing)舉,全(quan)面(mian)推動(dong)風電(dian)(dian)和光伏發電(dian)(dian)大(da)規(gui)(gui)模開發利(li)用(yong),持(chi)(chi)續推進陜北地(di)(di)區(qu)(qu)風光發電(dian)(dian)基(ji)地(di)(di)化(hua)建(jian)設(she),大(da)力推動(dong)關中(zhong)負荷(he)中(zhong)心地(di)(di)區(qu)(qu)風光資源規(gui)(gui)模化(hua)開發建(jian)設(she),穩步擴(kuo)大(da)陜南(nan)地(di)(di)區(qu)(qu)風光發電(dian)(dian)規(gui)(gui)模,重點(dian)推進神(shen)木(mu)府谷外送(song)、陜武直流、渭南(nan)3個(ge)大(da)型(xing)風光發電(dian)(dian)基(ji)地(di)(di)項目和26個(ge)屋(wu)頂分布式(shi)光伏試點(dian)縣項目建(jian)設(she)。
加快優化建筑用能結(jie)構(gou),提(ti)高建筑終端電(dian)氣化水平,推動(dong)集(ji)光(guang)伏發電(dian)、儲(chu)能、直(zhi)流配(pei)電(dian)、柔(rou)性用電(dian)于一體(ti)的“光(guang)儲(chu)直(zhi)柔(rou)”建筑試點示范。
推動(dong)高(gao)附(fu)加值綠色經(jing)(jing)貿(mao)合(he)作。進一步發(fa)揮好絲綢之路國(guo)際博覽會、歐亞經(jing)(jing)濟論(lun)壇、榆林(lin)國(guo)際煤博會等(deng)平(ping)臺的交(jiao)往功能(neng)(neng),擴(kuo)大與(yu)海外在高(gao)質量(liang)、高(gao)技術、高(gao)附(fu)加值的綠色產(chan)品領(ling)域的貿(mao)易合(he)作。擴(kuo)大與(yu)中亞、西亞地區(qu)在能(neng)(neng)源資(zi)源、現代農業(ye)、加工(gong)制造業(ye)等(deng)領(ling)域,與(yu)東南亞地區(qu)在光伏、輸變(bian)電、能(neng)(neng)源化工(gong)等(deng)領(ling)域的投資(zi)合(he)作,提升(sheng)綠色低碳產(chan)業(ye)的國(guo)際競爭力。
上海市:2025年光伏裝機容量力爭達400萬千瓦,2030年達700萬千瓦
上海(hai)市(shi)(shi)發布《上海(hai)市(shi)(shi)碳達峰實施方(fang)案(an)》,方(fang)案(an)指出,堅(jian)持市(shi)(shi)內(nei)、市(shi)(shi)外并(bing)舉,落實完成國家下達的可(ke)再(zai)(zai)生(sheng)能源(yuan)電力(li)消納責任權重(zhong),推動可(ke)再(zai)(zai)生(sheng)能源(yuan)項目有序開發建設。到 2025年,可(ke)再(zai)(zai)生(sheng)能源(yuan)占全社(she)會用電量比重(zhong)力(li)爭達到 36%。大(da)力(li)推進光(guang)伏大(da)規模開發和高(gao)質量發展,堅(jian)持集中式與分布式并(bing)重(zhong),充分利用農業、園區(qu)、市(shi)(shi)政設施、公共(gong)機構、住宅等土地和場址資(zi)源(yuan),實施一批“光(guang)伏+”工程。到 2025 年,光(guang)伏裝機容量力(li)爭達到 400 萬(wan)千(qian)瓦;到 2030 年,力(li)爭達到 700萬(wan)千(qian)瓦。
加快優化(hua)建(jian)(jian)(jian)筑(zhu)用(yong)能(neng)(neng)(neng)結構。到(dao)2025 年,城鎮建(jian)(jian)(jian)筑(zhu)可再(zai)生能(neng)(neng)(neng)源(yuan)替代率達到(dao)10%;到(dao) 2030 年,進一(yi)步(bu)(bu)提(ti)升到(dao)15%。推(tui)(tui)(tui)(tui)進適宜(yi)的(de)(de)新建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)安裝(zhuang)光(guang)(guang)伏(fu)(fu),2022年起新建(jian)(jian)(jian)政府(fu)機(ji)(ji)關、學校、工業(ye)(ye)廠房(fang)等(deng)建(jian)(jian)(jian)筑(zhu)屋頂安 裝(zhuang)光(guang)(guang)伏(fu)(fu)的(de)(de)面(mian)積(ji)比例(li)不低于50%,其他類型公(gong)共建(jian)(jian)(jian)筑(zhu)屋頂安裝(zhuang)光(guang)(guang)伏(fu)(fu)的(de)(de)面(mian)積(ji)比例(li)不低于30%。推(tui)(tui)(tui)(tui)動既有建(jian)(jian)(jian)筑(zhu)安裝(zhuang)光(guang)(guang)伏(fu)(fu),到(dao)2025 年,公(gong)共機(ji)(ji)構、工業(ye)(ye)廠房(fang)建(jian)(jian)(jian)筑(zhu)屋頂光(guang)(guang)伏(fu)(fu)覆蓋率達到(dao) 50%以上;到(dao) 2030 年,實現應(ying)裝(zhuang)盡裝(zhuang)。推(tui)(tui)(tui)(tui)廣太陽能(neng)(neng)(neng)光(guang)(guang)熱、光(guang)(guang)伏(fu)(fu)與建(jian)(jian)(jian)筑(zhu)裝(zhuang)配(pei)(pei)一(yi)體化(hua),推(tui)(tui)(tui)(tui)進淺(qian)層地熱能(neng)(neng)(neng)、氫能(neng)(neng)(neng)、工業(ye)(ye)余熱等(deng)多元化(hua)能(neng)(neng)(neng)源(yuan)應(ying)用(yong)。提(ti)高(gao)建(jian)(jian)(jian)筑(zhu)終端電(dian)氣化(hua)水平(ping),引(yin)導建(jian)(jian)(jian)筑(zhu)供暖、生活熱水等(deng)向電(dian)氣化(hua)發(fa)展,推(tui)(tui)(tui)(tui)動新建(jian)(jian)(jian)公(gong)共建(jian)(jian)(jian)筑(zhu)逐步(bu)(bu)全面(mian)電(dian)氣化(hua)。推(tui)(tui)(tui)(tui)動建(jian)(jian)(jian)設集光(guang)(guang)伏(fu)(fu)發(fa)電(dian)、儲能(neng)(neng)(neng)、直(zhi)(zhi)流配(pei)(pei)電(dian)、柔(rou)性用(yong)電(dian)為一(yi)體的(de)(de)“光(guang)(guang)儲直(zhi)(zhi)柔(rou)”建(jian)(jian)(jian)筑(zhu)。探索建(jian)(jian)(jian)筑(zhu)設備智能(neng)(neng)(neng)群控(kong)和電(dian)力需求(qiu)側響(xiang)應(ying),合理(li)調配(pei)(pei)用(yong)電(dian)負荷,推(tui)(tui)(tui)(tui)動電(dian)力少增容、不增容。
廣東:2030年風電+光伏裝機容量達74GW以上

積極發展(zhan)分布式(shi)(shi)光(guang)(guang)伏發電(dian),因地(di)制(zhi)宜建設集中式(shi)(shi)光(guang)(guang)伏電(dian)站(zhan)示范項目。因地(di)制(zhi)宜發展(zhan)生物(wu)質能,統籌規劃垃圾焚燒發電(dian)、農林生物(wu)質發電(dian)、生物(wu)天(tian)然氣項目開發。到(dao)2030年,風電(dian)和光(guang)(guang)伏發電(dian)裝機容(rong)量達到(dao)7400萬千瓦以上(shang)。
大力發(fa)(fa)展綠色低碳(tan)循環(huan)農(nong)(nong)(nong)(nong)業,發(fa)(fa)展節能低碳(tan)農(nong)(nong)(nong)(nong)業大棚,推進農(nong)(nong)(nong)(nong)光(guang)互補、“光(guang)伏+設施農(nong)(nong)(nong)(nong)業”、“海上風電+海洋牧(mu)場”等低碳(tan)農(nong)(nong)(nong)(nong)業模式。
優化建筑(zhu)用(yong)能結(jie)構。鼓(gu)勵光(guang)伏(fu)建筑(zhu)一體化建設。到(dao)2025年,城鎮建筑(zhu)可再(zai)生能源替代率(lv)達到(dao)8%,新(xin)建公共機構建筑(zhu)、新(xin)建廠房屋頂光(guang)伏(fu)覆(fu)蓋率(lv)力爭(zheng)達到(dao)50%。
河南:2025年光伏并網容量達到20GW以上
中共河南省委、河南省人民政(zheng)府(fu)印發(fa)《河南省碳達(da)峰實施方(fang)案》,方(fang)案提(ti)出,加快(kuai)智能光(guang)(guang)伏(fu)(fu)產業創新升(sheng)級和特色應用(yong),鼓勵利用(yong)大(da)中型城市(shi)屋頂資源和開(kai)發(fa)區(qu)(qu)、工業園區(qu)(qu)、標(biao)準廠房、大(da)型公共建筑屋頂等(deng)發(fa)展分布式(shi)光(guang)(guang)伏(fu)(fu)發(fa)電,推進登(deng)封、商城等(deng)整(zheng)縣(市(shi)、區(qu)(qu))屋頂分布式(shi)光(guang)(guang)伏(fu)(fu)試點建設,結(jie)合采煤沉陷區(qu)(qu)、石漠(mo)化、油井礦山廢棄地治理等(deng),建設一批高標(biao)準“光(guang)(guang)伏(fu)(fu)+”基地,到2025年,光(guang)(guang)伏(fu)(fu)發(fa)電并網容量達(da)到2000萬千瓦以上(shang)。

山東:2030年光伏發電裝機達到95GW
1月1日,《山東省碳達峰實施(shi)方(fang)(fang)案(an)》下(xia)發(fa)(fa),方(fang)(fang)案(an)提到,大(da)力發(fa)(fa)展(zhan)新能(neng)(neng)源。加快(kuai)(kuai)實施(shi)新能(neng)(neng)源倍增行動(dong),統籌推動(dong)太陽能(neng)(neng)、風能(neng)(neng)、核能(neng)(neng)等開(kai)發(fa)(fa)利用(yong),完(wan)成可再生能(neng)(neng)源電力消納責任權重(zhong)。加快(kuai)(kuai)發(fa)(fa)展(zhan)光(guang)伏(fu)發(fa)(fa)電。堅持集散并舉(ju),開(kai)展(zhan)整縣屋頂分布式(shi)光(guang)伏(fu)規模化(hua)開(kai)發(fa)(fa)建(jian)設試點示范,打造(zao)魯北鹽(yan)堿(jian)灘涂地風光(guang)儲輸一體化(hua)基(ji)地、魯西南采煤沉陷區百萬千(qian)瓦級(ji)“光(guang)伏(fu)+”基(ji)地,加快(kuai)(kuai)探索海上光(guang)伏(fu)基(ji)地建(jian)設。
推(tui)進綠色農房建設,推(tui)動新(xin)建農房執行節能設計(ji)標(biao)準,鼓勵和(he)引導農村居民實施農房節能改造。加快(kuai)生(sheng)(sheng)物質能、太(tai)陽能等可再(zai)生(sheng)(sheng)能源(yuan)在(zai)農村生(sheng)(sheng)活和(he)農村建筑中(zhong)的應用(yong)。

廣西:2030年風電+光伏裝機量達70GW左右
廣西壯(zhuang)族自治區人民(min)政府關(guan)于(yu)印發《廣西壯(zhuang)族自治區碳達峰(feng)實(shi)施方案的通知(zhi)》,通知(zhi)提(ti)出,全面推進風(feng)電(dian)、光伏發電(dian)大規模開發和(he)高質(zhi)量(liang)發展,堅(jian)持集中式與分布式并舉,建設一批百萬千(qian)瓦級(ji)風(feng)電(dian)和(he)光伏發電(dian)基地(di)。

加大(da)風光等新(xin)能(neng)源(yuan)資源(yuan)配置(zhi)統籌(chou)力(li)(li)度(du),支持“新(xin)能(neng)源(yuan)+儲(chu)能(neng)”、源(yuan)網荷(he)儲(chu)一(yi)體(ti)(ti)化和多能(neng)互補(bu)、水(shui)火聯營(ying)項目建(jian)設。加快配電網升(sheng)級(ji)(ji)換代,推進適應大(da)規模(mo)高比例(li)新(xin)能(neng)源(yuan)友好并(bing)網等電網技術創新(xin)。深(shen)化電力(li)(li)體(ti)(ti)制改革,推進電力(li)(li)市場建(jian)設,開(kai)展綠色電力(li)(li)交(jiao)易(yi),完(wan)成國家(jia)下達的(de)可再生(sheng)能(neng)源(yuan)電力(li)(li)消納責任權重。到2030年,全省(sheng)具備季以上調節能(neng)力(li)(li)的(de)水(shui)電裝機容量達到4900萬(wan)千瓦左右,省(sheng)級(ji)(ji)電網基(ji)本具備5%以上的(de)尖峰負荷(he)響應能(neng)力(li)(li)。
青海:海南州、海西州兩個千萬千瓦級清潔能源基地順利建成
12月19日,青(qing)(qing)海(hai)(hai)省(sheng)(sheng)人民政府發(fa)布(bu)關于印發(fa)《青(qing)(qing)海(hai)(hai)省(sheng)(sheng)碳(tan)達(da)峰(feng)實(shi)施方(fang)案》的通知,在特(te)色發(fa)展目標提到,深度挖掘青(qing)(qing)藏(zang)高(gao)原(yuan)風、光、水能(neng)潛力(li),加(jia)強(qiang)(qiang)全省(sheng)(sheng)風電(dian)、太陽能(neng)發(fa)電(dian)為(wei)主的多類(lei)型(xing)清(qing)潔能(neng)源(yuan)規模化開發(fa)和高(gao)質量發(fa)展,通過建(jian)設新型(xing)電(dian)力(li)系統(tong)增(zeng)強(qiang)(qiang)對(dui)新能(neng)源(yuan)的調節(jie)能(neng)力(li),率先(xian)打造國家(jia)儲能(neng)先(xian)行(xing)示范區,推(tui)進(jin)煤電(dian)等(deng)電(dian)源(yuan)碳(tan)捕集(ji)、利用與(yu)封存(cun)技(ji)術應用,探索構建(jian)全國首個省(sheng)(sheng)域零碳(tan)電(dian)力(li)系統(tong),加(jia)大(da)綠電(dian)輸出,為(wei)全國碳(tan)達(da)峰(feng)目標實(shi)現做出“青(qing)(qing)海(hai)(hai)貢獻(xian)”。

安徽:推進“光伏+”項目、風光儲等一體化等多能互補項目

“十四五”時(shi)期,全(quan)區(qu)產業結(jie)構(gou)和能源(yuan)(yuan)結(jie)構(gou)優化(hua)取(qu)得明(ming)(ming)顯進(jin)展(zhan)(zhan),重(zhong)點行業能源(yuan)(yuan)利(li)用(yong)效率顯著提(ti)升(sheng),煤炭消(xiao)費(fei)增(zeng)長得到(dao)嚴格(ge)合理(li)控制(zhi),綠(lv)色低(di)碳(tan)循(xun)環發(fa)展(zhan)(zhan)的政策體系進(jin)一步完(wan)善(shan),綠(lv)色低(di)碳(tan)技術研發(fa)和示(shi)范取(qu)得新進(jin)展(zhan)(zhan),綠(lv)色低(di)碳(tan)發(fa)展(zhan)(zhan)水平明(ming)(ming)顯提(ti)升(sheng)。到(dao)2025年,新能源(yuan)(yuan)發(fa)電裝機(ji)容量達(da)到(dao)5000萬千瓦(wa)以上,非(fei)(fei)水可再生能源(yuan)(yuan)電力消(xiao)納比(bi)重(zhong)提(ti)高到(dao)28%以上,非(fei)(fei)化(hua)石能源(yuan)(yuan)消(xiao)費(fei)比(bi)重(zhong)達(da)到(dao)15%左右,單位地(di)區(qu)生產總值能源(yuan)(yuan)消(xiao)耗和二氧化(hua)碳(tan)排放(fang)下(xia)降確保完(wan)成國家(jia)下(xia)達(da)目標,為實現(xian)碳(tan)排放(fang)達(da)峰奠定堅實基(ji)礎。
